Move beyond scheme listing
A social-justice answer should identify the capability or deprivation at stake: nutrition, health, education, livelihood, housing, disability access or gender equality. A list of schemes without an implementation assessment is incomplete.
Evaluate delivery
Ask who is eligible, how identification works, whether benefits are portable, how grievances are resolved and whether local institutions have staff and funds. These questions reveal exclusion errors and last-mile gaps.
Use an outcome lens
Measure whether the intervention improves access, dignity and agency—not only the amount allocated or the number enrolled. Connect national policy with state capacity and community participation.
