Why a public service commission was created
Public recruitment needs a process that is impartial, transparent and based on merit. India’s public-service commission system developed during the colonial period and was given constitutional status after independence. Constitutional position
The Union Public Service Commission is established under Article 315 of the Constitution. Its core functions include conducting examinations for Union services and advising on matters referred to it by the government. Articles concerning appointment, tenure, removal, expenditure and reporting are designed to support institutional independence and accountability.
